Leaked Document Reveals NPP Awarded $5 Million Housing Contract 12 Days After Election Defeat

After losing the general elections in 2024, the departing Akufo-Addo-led New Patriotic Party (NPP) government gave a contract to Joberg Ghana Limited worth about $5 million, according to a document BigFamily News was able to get.
Even though the administration was about to leave power, the contract, which calls for building 18 two- and three-bedroom units at Cantonments for the Ministry of Works and Housing, was given out just 12 days after the 2024 election.
In a letter dated December 19, 2024, Rev. Stephen Yaw Osei, Chief Director of the Ministry of Works and Housing, informed the CEO of Joberg Ghana Limited that their company has been awarded the contract for the specified works. The total contract amount is USD 4,944,131.07, with an execution and completion timeline of eighteen (18) calendar months. The letter requests that the recipient contact the undersigned promptly to finalize the Contract Agreement and take possession of the land designated for the replacement units. Before signing the agreement, the company must provide a letter of acceptance and a Performance Issuance Bond equal to 40% of the project cost.

Alarm From NDC’s Transition Team
Following the general elections, the Transition Team of President-elect John Dramani Mahama raised serious concerns regarding alleged irregular activities occurring within certain state agencies during the transition period. The team cited plans by the outgoing government to disburse a total of GH¢240 million to a company for work conducted with the Electricity Company of Ghana (ECG).
Additionally, they alleged that processes were underway to recruit loyalists of the Nana Akufo-Addo-led administration into institutions such as the Ghana Revenue Authority (GRA) and the Bank of Ghana. The Spokesperson for the Transition Team, Felix Kwakye Ofosu, warned that the incoming National Democratic Congress (NDC) government would hold the outgoing administration accountable if any transactions were conducted without due process. “We want to caution those involved, especially those violating the rules and regulations of the organizations they work for, and Ghanaian law, that they will be held accountable once the new government takes over if found to have acted irregularly or unlawfully,” he stated.
