Ken Ofori-Atta Removed From OSP’s Wanted List After Agreement

Following confirmation from his legal team that he will willingly return to Ghana, former Finance Minister Ken Ofori-Atta was taken off the Office of the Special Prosecutor’s (OSP) wanted list.
Ofori-Atta’s attorneys provided the OSP with a particular date for his return on Tuesday, February 18, 2025. The OSP rescheduled Ofori-Atta’s appearance to coincide with his voluntary return because they thought the specified return date was appropriate.
Until he returns on the scheduled date, Ofori-Atta is no longer regarded as a fugitive from justice.
“Mr. Ofori-Atta will be re-entered on the OSP’s wanted list if he does not voluntarily return to the jurisdiction on or around his stated date, or if he does not attend the OSP on the rescheduled date,” the OSP wrote in the letter. Following that, the OSP will treat him as a fugitive from justice and take all required legal action to ensure his return and presence at the OSP office.
The OSP reiterated its dedication to accountability, stressing that due process and fairness will be applied to all actions.

Background
During a press conference in Accra on Wednesday, February 12, 2025, Special Prosecutor Kissi Agyebeng announced that Ofori-Atta appeared to have left Ghana to avoid investigations into alleged corruption. Agyebeng stated that Ofori-Atta had two choices: return voluntarily or face the consequences.
The former finance minister is under investigation in connection with several matters, including:
• Contractual arrangements between Strategic Mobilization Ghana Limited and the Ghana Revenue Authority (GRA) for revenue assurance in the petroleum and minerals sectors.
• The termination of a contract between the Electricity Company of Ghana (ECG) and Beijing Technology Limited for distribution loss reduction and network improvement.
• Procurement, payments, and activities related to the controversial National Cathedral project.
• Contracts awarded by the Ministry of Health (initially through the Ministry for Special Development Initiatives) to Service Ghana Auto Group Limited for the purchase and maintenance of 307 Mercedes-Benz Sprinter 305 CDI ambulances for the National Ambulance Service.
• Payments made from and the utilization of the Ghana Revenue Authority’s tax refund account.
These allegations prompted Special Prosecutor Kissi Agyebeng to demand Ofori-Atta’s immediate return to Ghana to face the investigations.
